Who is above the university's registrar?

I am trying to appeal an issue where the registrar didn't want to help, but I am sure I can take my argument to someone higher than her, but who might this be?

If after taking it to this "higher" person it doesn't work, I ll be ok with it, but I need to appeal it.

Any ideas?
 
I would ask a counselor or prof, they can probably tell you. Or you could always whine to a dean.
