Do I pay after I click E-Submit?

Will I still be able to access and add more Evaluator and receive Evaluation matching form after submitiing the app?
 
quick question - My last recommender is submitting the LOR on tuesday. Would it be wise to E-submit the application before then? Or wait until tuesday to do so?
