I had a history of under investigation by a medical board, and the case was dismissed. If I apply to another state and disclose this information, would the medical board reopen the investigation? How long typically the medical licensing process takes, if someone had a history of dismissed investigation?

If the case is dismissed, it's dismissed. It happens, sometimes for legitimate reasons, sometimes for complete BS.

If you don't disclose, when your NPI is run through FSMB to look for other licenses you have held, they will see the state, see that you didn't disclose, and you will likely be in a very difficult position in terms of getting a new license. If you apply and disclose, your licensing will likely be delayed and you may have to submit additional information or even appear in person (IRL or virtual) in front of the board. What that looks like will vary from state to state and nobody can give you any more precise information than that...probably not even the board, until your application is in review.
