I am applying for the first time during this year cycle, and I took a year off because of not having green card and low verbal score.

(1) Do I need to write one primary app essay and another one for what I did during my year off? so there are 2 essays correct? How long does this year off essay has to be? Are there more?

(2) Do I need to gather all my LORS before applying?

(3) 15 slots for EC section, what is the word limit for each EC slot?

(4) Besides three above, are there more sections which would take me long time to fill out?

1) Primary has a personal statement. Year off essays are pretty much in the secondaries.
2) No, don't wait for your LORs, just apply. You can send them in later, though your app isn't complete until they're in.
3) Don't remember, changed this cycle. Someone else will chime in on that.
4) Mostly just filling out forms. Inputting all your classes and grades is annoying just because of how repetitious it is. And then if you've had any disciplinary action, you have to write something about that. It's not too bad of an app once you have your PS good to go.
 
Just to expand on (2) a bit, if you haven't asked for LoRs yet, you should do so as soon as possible. The earlier you get everything in, the earlier you will get you interviews. But yeah, don't wait for your LoRs before applying.
 
For your third question, it's 700 characters for each activity. Then you get to choose the three most meaningful and write up to 1325 additional characters for those
