X -> Y, Both would go through E2 according to zeitsev rule, but the first reactant would give you a more substituted alkene as major product(methyl cyclohexene), whereas the second will only give you a less substituted alkene(methylenecyclohexane). To create the end product, you need oxidize the methyl cyclohexene by hydroboration and then use SN2.
