Quick question before submitting

I just took the GRE but I'm planning on retaking it. I don't think I'm gonna send in my scores as of now. Will schools put my application on hold until I submit my application?

Also my professor hasn't submitted a recommendation for me. Should I submit my application now without it or should I wait until she submits it?

You should not wait for the recommendation before submitting. Don't know about GRE.
