I can just submit my supplementals before I can submit my PharmCAS application right?
 
no.
You need to submit pharmcas application first. If the school see you are qualified, they will invite you to submit supplemental application with FEE later.

Ditto. It depends on the school. For the schools that I applied to, if the supplement was available online, you can send in either the pharmcas app or supplement first. It is just recommended that you send both around the same time.
 
Definitely check the websites of the schools you apply to because some don't even notify you to send in the supplemental. They just assume you know to do so from reading their website.
