quick UT-Austin question

Hi,
I have a few questions about UT-Austin, if anybody here has a minute. Their website is a bit vague.

Does UT-Austin do rolling admissions?
Are interviews required?
Can out of state students receive in state tuition after their first year living in TX?

No rolling admissions to the College of Pharmacy; yes, to your interview question.

Generally no, to your residency question; but there are exceptions for certain inividuals:

To qualify as a Texas resident, an individual must reside in Texas for one year and establish a domicile in Texas prior to enrollment.

Texas residency status for students is determined by Texas law, not by each educational institution:

It says, " ... international student who is eligible to establish a domicile in Texas and live in the state of Texas for 12 consecutive months and establish a domicile in Texas prior to enrollment." Does it mean that foreigner will also be entitled to the in-state tuition?
 
For all individuals, US citzens or foreign nationals (with legal status to live in the US): you must live in Texas for six months to obtain residency. BUT, for student instate tuition purposes, the state requires that you live in Texas for twelve consecutive months PRIOR to enrollment at any public (state funded) higher educational institution. If you enroll prior to the twelve month residency requirement you will not later gain instate tuition rates.
