radiology interview

I received an interview at a community program three days after applying despite very average step1 score and average grades. No research or away rotation. I actually asked about this and was told that the program director actually reads LOR's and personal statements and puts a lot of weight on these. I assume that this is the exception. Anyone have any ideas on this?
