How do you know that a program has ranked you highly??

Basically either side can volunteer information about the rank but neither can ask.
This was weird (to me, at least)...I recently got a call from a higher-up at a place I'd interviewed to tell me that they were "very interested" in me. I didn't know quite how to take it, and I just responded that I was still thinking about them but hadn't yet decided on my rank list (true). Do most programs who are planning on ranking you highly give you such a strong indication? (This was probably the least competitive of the programs I applied to).
They wouldn't call if they weren't interested, but you have no idea how many people they call. Therefore, I would take the call with a grain of salt which only indicates some mild degree of interest and is not worth anything until you have a piece of paper in front of you.
Yeah...the ironic and awkward thing was that, although I liked parts of this program (the people especially), it's probably lowest on my list, and may not even make my list. Hence my hedging in response to the phone call!
Would you rather scramble than go there?
