Ranking a program without prior interview

Here is hypothetical question: a program you applied to but never was invited for an interview at calls you on Feb 22nd and asks if you are going to participate in the match. You say yes. They ask if you want them to include you in their ROL. You say why not. Can you legally rank them too if you haven’t had an interview with them?

Yes I believe you CAN.
 
Yes, you can rank any program (I think you can even rank programs you didn't apply to), but the chance of them ranking you without an interview is extremely low. Although, if they called to ask if they can include you, I guess that means they are gonna rank you, though I'd assume you won't be high on their list.

To sum up, I'd put them on your list, unless you REALLY don't want to go there. 👍 Of course, having never visited the program would make me a bit uneasy...
 
Does anyone else think it is odd that a program is calling someone they did not interview to ask if they want to be ranked? Did you apply there? If so, why didn't you interview?

Personally, any program that would call people they did not interview must really be having problems recruiting residents for whatever reason and I would avoid it at all costs.

Being an IMG, having passed only step 1 (97) at the time of applying for IM residency (which was late November) I was consequently invited only for 3 interviews. Then I passed CS and CK (99) and was issued the ECFMG certificate pretty close to the match day. Most programs wouldn’t deal with you unless you are done with all the exams and have the certificate. My guess is that they had nothing to do but to check ERAS office for updates and saw mine. I know the program even though I haven’t interviewed with them; not the best one, but definitely not the worst. Ranked them #2 in my short 4-program list. #1 in the list is absolutely terrific, all I am doing now is hoping to match with them.
