rationale behind programs signing only IMG's outside of the match

just wondering if anyone (? aprogdirector) can give some insight as to the rationale for this.

I work at a very nice community hospital in an awesome part of chicago. I noticed that the entire IM program is made up of IMG's. this hospital also has many other residency programs including rads, anesthesia, prelim medicine, cardiology fellowship, which has few/none IMG's

wondering what is the rationale for taking everyone outside of the match.

anyone?
 
I believe the other reason is most IMGs have graduated medical school, and so can accept a pre-match position, but the same is not true of AMGs who are in their 4th year during the residency application process.

How do you know all the IMG/FMGs in IM were pre-matches?
