How different should my secondary apps for 2011 look compared to the ones I submitted for 2010. What if the secondary application questions are identical both years?

I always tweaked mine a little with some updated information or rewording some things.
They're not going to get out last year's responses and dock you for copying word for word, but if your secondary/interview wasn't good enough last year, you should always look to improve upon last year's work.
