Hi! I am a second-time applicant. I felt that my application was strong last year, but I made the mistake of submitting secondaries to only 2 schools thinking I could get into an in-state program. I only received one interview and am currently waitlisted. I am planning to apply very broadly this year. I would really appreciate your help with creating a school list.

As you're in your second cycle, and have lost a year of clinician salary, consider a few DO schools.

Doesn’t UCSF heavily favor CA residents? What would be this Applicant’s hook?

Thank you so much! Would you suggest any DO schools in particular?

Nope; it only seems that way due to the high number of qualified candidates in CA. I suspect that they will like the OP's service ECs

Thank you for rectifying my misconception. That's why I follow this site.

Schools such as UC Davis (admitted one non resident last year), UCSD, U Florida, UAB, UNC admit few non residents with no connection to the state. Goro gave you a realistic list.
