From what I've seen, yes....although maybe it depends on program?
 
Typically, yes. Assistant professor is just a rank. My mentor is an assistant professor, and he is one the top researchers in the country in his area. He also has 3 graduate students. So I would say yes.🙂
 
At my program new profs don't take on any students until their 2nd year and sometimes 3rd. Kinda makes sense to me - hard to guide students in a lab if the research program is still being started.

Do assistant professors in PhD clinical programs accept students as mentees?

Most of the time, yes. However, it may also depend on their university appointment. If the individual is an "assistant professor" but they are also appointed in another institute or clinic apart from the psychology department, their job may not include mentoring. So really, your best bet is to get more information from the specific website, and if you don't see a list of who is/is not accepting students on the program website, you could always ask.
