I was told by someone that I was not allowed to reapply while being on waitlists (NOT ACCEPTANCES). Right now I have 0 acceptances and I'm on four waitlists (upper tier for one of them, rest of them gave me no details). Can I reapply and still be on the waitlist for these schools?

Yes. Your primary won't be received by schools until mid-June anyways. The only thing I don't think you can do right now is apply to the same schools you've been waitlisted at as they officially haven't given you a decision yet (I'm not sure about this though).
And actually if you get an acceptance and take the offer your new application will automatically be withdrawn and you get the majority of your money back.
