Reapplying to a Masters, Post-Bacc, or SMP program that you were rejected from the year prior?

Hey everybody,
I'm asking this for a friend..... do your chances for acceptance go down, if you reapply to an Masters, Post-Bacc, SMP program you were rejected at the year prior? Should you only apply to these programs, if your GPA, MCAT/GRE is at a competitive level, from admission statistics, even if it requires waiting another year? Is it like the medical school process in that regard? Do any of you know? Thank you all for your advice/insight..... it is greatly appreciated!!!!! 🙂
