are they same? I have complete all the necessary follow up then, half of them are under review and half of them are application complete. Are they same?

no they're not the same.....recieved/complete=they have it and its COMPLETE...like ur missing nothing.....the next step is REVIEW.....when it goes to REVIEW.....the adcom is REVIEWING it

I think the general consensus is: It's different for every school.👍
