Received/ under review vs. received/ app complete?

What is the difference between the two? Sorry if this is a dumb question.

Received app/complete = they have your paperwork and nothing is missing (i.e. DAT scores, LORs and everything are in file)

Received/under review = your application is in the process of being reviewed by the committee.
