Reciprocate from NY to NJ

I am currently licensed in NY and would like to reciprocate to NJ. I downloaded the reciprocate packet from NJBOP. I am a little bit confused with the steps that I need to take. Can someone tell me if I get this right?
1. do the preliminary app on nabp.net
2. request transcript from school
3. take MJPE
4. then send application??or submit application then schedule for MJPE

I saw some people said I need to wait for ATT?
Do I really need my birth certificate?

birth certificate? I think passport is often good enough
 
Yes, you have to wait for NJ to give you the ATT before you can take MPJE. Any questions, call the NJ BOP. They are very accessible, unlike BOPs of other states. I called them up like 5 or 6 times and was always able to talk to someone who answered all my questions. The phone number is on top of the form.
