Reeceiving secondaries before verification

So my application has been submitted, but not verified, but I have already received two emails about secondary applications (from GWU and Dartmouth). Does this mean that these schools have received a list of applicants, but not their primaries, and give out secondaries to everyone that applies? Is there a list of schools that do not screen based on primaries and invite everyone to do the secondaries?

*shrug* I haven't gotten verified either and I've gotten secondaries from GW, WashU, Dartmouth, and UChicago. I think they can see MCAT scores so either they give everyone secondaries or they are just going off MCAT.

http://forums.studentdoctor.net/showthread.php?t=542698 is a list of schools that don't prescreen. It's a bit old so I'm not sure how accurate it is. Some schools don't prescreen but still wait for verification before sending the secondaries.
