Can the schools see it on the pharmcas all the schools you applied to through pharmcas? and can they see whether you waived your letters or not?

I don't know whether the schools can see the other schools you apply to, I don't think so - but I know that they can see the schools which have offered you acceptances

As for your other question, the schools can see whether or not you waived the rights to see your letters - it would be pointless for this to be on the application if the school did not want this information
