Refill dues

When we determine someone is due for the medication, do we go by when we fill or when the med is being picked up? From what I was told for non controls it's when it's picked up and for controls when it's filled. I might be wrong so please correct me! Thanks!

For non controls I don't really care, as long as the insurance pays for it.

For controls, it's definitely the day of pickup.
