Regional/State Boards?

Each state has it's own requirements, so you will have to look at each one to determine exactly what's needed. That said, there are regional boards that are accepted for multiple states. It would be more prudent to look at each state in which you may end up and go from there.

Exactly right. This chart might be a little more helpful when looking specifically at which board exam to take instead of specific state requirements since licensing exams are severely limited by which ones are offered at your school and you don’t get too much choice unless you want to take on the challenge of traveling for the exam:

Also, just to note, it says it was updated Q1 of 2018, but there are still some inaccuracies on it (such as WA state now accepting the Canadian OSCE).
