I am trying to figure out when would be the best time to register for Step 3 assuming that I would like to take it at the end of the September. I know there is a 90 day eligibility period, but does this period start when you submit the application or when it is approved? I just don't want to risk having to pay an extra fee in order to extend the period. Thanks!
