i'm sure we've had friends of friends of friends who have repealed after being rejected and the ADCOM took a second look and ended up accepting the student

but has any of this happened to you; i bet post interview applicants would have a better shot than pre-interview

but in either case all this seems pretty rare

I have heard of such cases but never a direct friend, always a friend of a friend. I did, however, receive a rejection instead of an interview due to a clerical error. It can't hurt to appeal if you've already been rejected.
