Reponse time?

I was wondering how long it normally takes for schools to respond to you? My OptomCAS was mailed out on 10/27 but so far only 2 out of 8 schools have responded.

I applied to UMSL, UIWSO, MCO, AZCOPT, Western, SCCO, NSUOCO, and ICO. So far only SCCO and Midwestern have responded.

Also, if schools reject you, do they let you know or do they just not give you a response?
 
A good response is by phone or email. A rejection is sent via snail mail.

Call them! Of all of the schools you listed, SCCO is the only one that I applied to. But actually they were the last ones I heard from. I actually called them and apparently they had emailed me an interview invitation at least a week before I called them, and it never appeard in my inbox. They had my email address right and just forwarded me the message so it was definitely sent correctly on their end! In any case, it probably looked like I was ignoring them since I certainly didn't respond until the whole fiasco got figured out.

In any case, it's totally fine to call the schools. I recommend calling and starting off by asking if they have received all of your materials. Then ask what the timeline is for making a decision about whether or not to extend an interview and how you will be notified. That way you aren't asking point blank "Am I getting an interview?" but you are still getting information about when things will happen for you.

This sounds like a rare case. SCCO won't outright reject you, they keep your file open in case you improve your scores, so if you don't hear from SCCO they didn't offer you an interview, but they didn't reject you yet.

Well it still never hurts to call and ask. First, it shows interest in the school. Second, they SHOULD be willing to keep you in the loop - otherwise that's probably not where you would want to go. SCCO has been super helpful to me any time that I've talked to them. I'm sure they would be more than happy to update you on where things are for your application.
