Dont know of any actual fellowships per se, but there are schools where your more likely to be able to get a lab position like NYU for instance.
I would go to www.plasticseducation.com and search the old site's link for the subject and pose the q there.

University of Michigan at Ann Arbor has 2yr fellowships funded by NIH training grant. You should go to the ASPS main web-site, and under PSEF, you will see education and a list of programs that have fellowships.
Some Plastic Surgery options are :
Penn State, Paul Erlich, PhD
UCLA, J Bradley, MD
Mississippi - Michael Angel, MD
