"Reserved for Physicians" on ERAS?

Anyone know what the few "reserved for physicians only" selections on ERAS are? are these ones that start July 2016? Thanks

Physician-R: programs that are reserved for physicians who have had prior graduate medical education. Reserved programs offer PGY-2 positions that begin in the year of the Match and thus are not available to senior medical students.

how do these work? do they really interview people to start the next year (ie those that didnt match the year before) or are they usually pre-reserved for someone they have in mind?
