Hi. Were you thinking of overseas military GPR programs or any dental 'residencies' in overseas institutions? With the military GPR programs, you'd just apply through your recruiter at the end of your dental school. However, if you were thinking of going through overseas residency, then you would need to compete with the local graduates and hence you may have different set of requirements.
Canada - As a US grad, you would just apply as if you were applying to a US program (with a few exception).
UK - Check out the classifieds of the British Dental Journal for any Junior/Senior House Officer positions. Most will require you to be a GDC registered dentist with an MFDS or FDS eligibility. Most of these positions will pay you 'stipend' and are very competitive.
Australia - Hospital positions are also known as 'dental officer' positions. They are well paid and supported in all major cities. Sometimes you end up in the Outback or in the coastal areas. You would need to be registered with the State board.
NZ - Similar to Aussie, need to be registered as a dentist. Dental positions in teaching hospitals are very well run. As in Aussie, these positions are paid and you get to practice all areas of dentistry and maxillofacial surgery.
India, Pakistan, Bangladesh, Sri Lanka, Singapore, Hong Kong... I know from some of my contact with dentists from these countries that they run pretty similar dental residencies (I know India requires an internship as well prior to diploma award) that they provide a pretty well-rounded experience in general dentistry in a hospital setting...

Although the experience will be gained in dentistry, you need to be aware that if you plan to return to the US, the experience may or may not count to your 'accredited' postgrad training requirements. So check it out first.
