residency without rotation

I have heard, "you should do a rotation at the place you want to do your residency." However, our school will only allow us to do 3 rotations in the same specialty. Obviously, I will be applying to more than 3 hospitals for an anesthesia residency position. Do you know which hospitals will often take students based on their interview?
