Resident supervision for interns: specifically CALL

According to the rules, can interns be supervised by a PGY-2 (or any other more senior resident) who is completely on call from home, or must there always be direct supervision by the senior immediately available? (must be physically in house).And I know the answer to that is NO as the entire intern call shift is not covered by someone actually in house, its just partially covered. So then what is the minimum?

It is my understanding that interns can be signed-off by a PD and from that moment onward can bask in the glory of back-up call support by a senior from home, home, home (that's only from home) by the senior, and that there is no strict minimum time requirement for this.

Please enlighten this one, as he wishes to have this gift bestowed upon his deserving and worthy juniors ASAP to bring the call back into what was promised, and which is being enjoyed by those further up the goofball chain of command (actually its a complete non-issue, grrrr. [but actually ok with this; however promises shouldn't stop at second year])

Time frame is 4 months one week into PGY-1 year.

I have heard of this wonderful blessing being bequeathed after only 4 days, to three weeks into first year elsewhere.

the way we were told is this: pgy2(or above...but3s and 4s dont do any call here) always has to be in house. Always. interns thus always have in house backup, but after a variable time early in their year may start to workup and see pts independently without direct resident supervision. For example, there may be a pgy2 on the other end of the hospital doing their own thingin the psych er while the intern does direct admits to their floor.

Interns need to have someone in house until they're signed off on, which at my program is theoretically supposed to take about a month. Here, the inhouse person has to be either an attending or an upper level residents (3rd or 4th year) who has been signed off by an attending to competently be able to supervise. The sign off process for that is honestly just a formality. After the interns are signed off, they can be alone in the hospital with supervision available by phone.

So, interns can be signed off on, allowing for only back up call from home from a senior. We are only in house for a portion of their call, so I figured this must be the case. And this solution was slated to happen but suddenly, and without discussion: off the table. I don't understand why the pseudo-powers-that-be-so-very-unable-to-be-reasoned-with will not consider this very reasonable thing. Is there any recourse to this extended (probably into next July for no.apparent.reason) hanging on of the apron strings? A wedgie? Over the chin? All around? We just want our promised call. Like the 3rd and 4th years have. It makes a huge difference in enjoying your life now. I mean come on; it's psychiatry!
