Without knowing the details, residency swapping seems unlikely to be beneficial to the trainees, unless it is secondary to some major life-alternating issue, like you need relatives close by for child care issues. I remember having residents join the program I was in as a second year. Granted, this was just my experience, but they had trouble acclimating.

There are other services out there that are better. Likewise, most fields have a field specific listing for openings.
