Resident tuitions and fees?

As you guys know, there are some schools that offer cheaper tuitions and fees for their state residents. Does that mean that during dental school year, if you become a residents of the state you are in, you can get the cheaper tuitions offer for next semester? or does it have to be before enrolling the dental school? I was just wondering if any of you guys know about this thing.
 
for UConn, you can be a CT resident starting your 2nd yr. tuition gets ridiculously cheap after your first year; i think UConn is actually one of the most affordable out there! students there seem to come out w/ about $160K max in debt while taking out loans!

for UCLA and UCSF, you can be a CA resident starting your 2nd yr. it's only $12K more for your first year.
 
some schools don't allow you to change to in state once you initially enroll as out of state so it all depends
 
yesser, you can switch to instate tuition after a year at buffalo.
