I don't see the red flag grades as major issue at all. Your EC, volunteer experience is strong. Your grades/MCAT are OK so if you write well, tell a great story on app and interview well you have a decent shot.

Do not add UCI, Cooper and Robert Wood as they take few OOS students and you do not have the stats for UCI.

I'm not 100% sure that the C's are red flags either, but it may catch the attention of some faculty if your MCAT science subscores were low (not provided by the OP).
