If you were to get a C- in a general chem class, retake it and get an A, how does that affect you GPA. Does that mean the two GPA's are averaged or what? Also what is a competitive GPA when applying to a dental school? i am just a freshman in college and am wondering about dentistry.

Yes, both count for dental school but your current school may forgive you after you retake it and count the higher grade. Check out my signature to see the differences. I screwed up my first semmester (F's) and I'm just now getting back from it 2 semmesters later (of straight A's).
