Hi I'm retaking step 1 5 weeks from now. I have not taken NBME 12,13,18, or either of the USMLE self assessments yet. I'm aware 18 in the best to take right before your exam, but between 12 and 13, which one is best to take to see where I am? And how should I work the USMLE self assessments into this?

UWSA services are different than NBME. So it's up to you if you want to incorporate them. I would take NBME 13 in your situation. It does not give you such a detailed profile like NBME16 for example but still you'll get the idea of your weakest areas.

Okay, so what do you think about NBME 12? It seems to be the oldest of the 3.

I did not take NBME 12. I only took 13 and 16. The performance profile which they give you in the end in NBME16 much more detailed than NBME13. I don't know if it's just me but NBME16 seemed easier than NBME13. Although it could be just my level of preparation just higher.

Sorry, totally forgot about NBME 15 - I took it 2 months ago. It gives you similar profile like NBME 13.
