RIC Away Rotation and Matching

Someone told me a little bit ago that RIC only ranks people that have done rotations there because otherwise they don't know them. Does anyone know if this is true, and if so, is February too late to do any away rotation there?

that is not true since I am now a resident at RIC and never rotated there. I would say half the class probably rotated at RIC.
