Risk being a re-app at all schools?

I was originally planning on applying early OOS to all TX med schools. However, I had to push my MCAT to early July and while I understand that being complete mid-August is okay for AMCAS, it's pretty late for TMDSAS since they start their process earlier. My scores come out August 9th, and I plan on having everything complete by then.

Do you think it is worth submitting a TMDSAS as well? Should I take my chances? I'm planning on working in TX starting this October and in case I don't make it this cycle, at least I will be a TX resident next cycle so I should have higher chances of getting in. However, if I submit OOS to all TMDSAS schools now, don't get in, move to Texas and then re-submit TMDSAS as IS next cycle, will it hurt me since I am technically a reapp at all TX schools? Or do you think I will still get IIs since I would be IS by then?
 
It depends on your stats. If your stats are phenomenal, then perhaps they'll give you IIs despite being "late." If that's not the case, then I think you're wasting money and time.

Being a reapp is never a good thing. They'll want to see what measures you took to improve your application (MCAT, volunteering, etc) beyond obtaining instate status. Being a reapplicant basically gives them reasons to be even more scrutinizing of your application.

My suggestion is: Don't apply to TMDSAS this cycle. You're not even sure what your MCAT score will be, and to be considered for acceptance in Texas as an OOS applicant, you need to be above the average. Get residency, apply next cycle.
 
Don't bother with applying to TX schools unless your're a TX resident, or your stats are int he top 10th %ile of applicants.

Even with that, Baylor is ultra unfriendly to OOSers.
