What's the longest people usually need to wait before hearing back (good or bad) from a rolling school.

You can wait up to the first or second week of the school year you applied for, if the school decides it. If schools decide to take you, it could be as early as 1-2 weeks.

ok, so it's not usually after the adcom sits down and decides accept/reject/waitlist?

Well if they decide accept, you can find out however long it takes their snail mail/email to get through the system and to you. If they decide to deliberate more or waitlist, it could take all the way to the first or second week of school.

I heard something in two to three weeks. Basically they said they were not going to accept me until 5 months later
