The dean told me that over 500 students apply for the 15-20 transfer slots available, so getting in as a transfer is VERY competitive.
It's only possible to transfer there before the first professional year, which is the third of the six-year program. This means that you have to complete all prerequesite classes listed on the Ernest Mario School of Pharmacy website before entering.
I'm under the impression that Rutgers cares LOTS about stats, but less about peripherals. I got in from a small liberal arts college with a 3.9 GPA and 98th% PCAT, but almost no pharm. experience.
