So i know that temperature, medium, rxn concentration, and catalysts affect the rate of a rxn. Do these affect the rate constant too?

yuuup sure do, dont get confused about rate constant and equilibrium constant, completely different. Keq, Ka, Kb, Kw, Kc, Kp, all the K's you can think of are equilibrium constants while small k is rate constant...this can change by simply changing the rate of the reaction with temperature, catalyst, medium, concentration because it has to do with speed of the rate of the reaction...
 
So..

Temp., Concentration, Medium, and Catalyst DOES NOT affect Keq whatsoever while "small K" changes?

This might sound dumb but what is a "small K" that you are referring to?
