I was wondering that if those who are not accepted into their preferred Ph.D programs for Clinical Psychology, could pursuing a Masters in Clinical Psychology at the preferred institution make you more likely to be admitted into their doctoral program after completion?

Yes, that is generally the case, assuming you do well in the masters program.
It is *highly* dependent on the program. Some universities use their MA/MS as one option into their Ph.D program, though others use them to fund the Ph.D program and don't really consider any of the students.
