I will be starting my 3rd year this Aug, so I know it is really early yet. But, when should I start contacting hospitals and setting up EM rotations for next Sept/Oct (2006)?

You should set up your away rotations 3-6 months in advance. If you want to do an away rotation in September/October, I would definitely contact these programs by May or June.
