Everyone has different theories about how to go about scheduling their months. For me personally, I tried to schedule the programs I was most interested in as close to interviews as possible. That way I was fresh in the program's mind at the time of interviews. I scheduled programs I was somewhat interested in that were strong academically first to help prepare me for the ones I really wanted later.

My personal opinion is that you should try to spend time at a program after the new first years have settled so sometime in October - November. This way you get to spend time with your potential "chiefs", you're close to interviews - so they will more likely remember you, and finally you've already had a few externships under your belt - so you can get a chance to "show them your stuff". If you cannot schedule your rotation around that time, then make sure you come back and visit (if that is feasible of course). In the end though, it seems that it comes down to you having a great month and if they like you as much as you've liked them - This is provided that you've already done well in school, passed your boards, and have a good CV with references.
