This might be much more simple than I think but, those that took the test how did you schedule it? I read the requirements on fsmb.org and it states that I have to meet the state's licensure requirements (I'm from NY but matched in a different state) in order to apply for step 3. Do I use my home state of NY or the state of my residency program? And how is it possible to meet the state's licensure requirements if most states want at least one year of residency training? I'd like to take this test in the middle of my intern year and not wait till second year.

Where does it state that you have to meet the state's licensure requirements in order to apply? From their website, they say:
1. Obtain an M.D. degree (or its equivalent) or a D.O. degree (or its equivalent). You may only apply after the date of graduation on your diploma. (For recent graduates, it can take up to six weeks to verify the degree before approval for Step 3).
2. Pass both USMLE Steps 1 and 2 (CK and CS).
3. If a graduate of a foreign medical school, certification by the ECFMG or successful completion of a "Fifth Pathway" program. (You may apply only after the issue date on your ECFMG or Fifth Pathway certificate).
4. Meet the requirements for taking Step 3 imposed by the individual licensing authority for which you are applying to sit Step 3.
5. The USMLE program limits all individuals to four (4) attempts per Step within a 12‐month period. You may not apply for a fifth attempt at Step 3 prior to the expiration of 12 months from the date of the first Step 3 administration.

Nothing about having to meet the state's licensure requirements.

And you can apply to any state in the union. (*hint* don't apply for NY).
