I talked to a professor at UCLA about that once...he said basically the top 30 students entering have their applications sent to him...then he determines about half or so get scholarships. Not sure what scholarship it is or how much but i'm sure each scholarship is a little different.
Schools do give out scholarships -- they range from full tuition to partial tuition to smaller awards. I was offered a $2500 scholarship to Baylor and a $5000 scholarship to UTHSCSA -- they were both based on my undergraduate performance.
Houston also gives out scholarships, but I am not sure in what amounts -- they do not award scholarships until school officially starts because they don't want the scholarship to be the only reason you choose to go there.

some schools also give it out if you have really good DAT scores (25+)
A hard, defined leve for the DAT is probably hard to have, but I do believe that most schools have scholarships based on your accepted stats. I was offered a UC Regents, Dean's, and a couple of other departmental grants this first year alone. These probably shaved off ~25k for this year's tuition, and I will undoubtedly be on the lookout for more money as opportunities appear.
The moral of the story? For those of you who worked hard for good grades in your scholastic career, you can be rewarded for your hard work dedication. It was hard for me (although I did it) to balance doing what I did with my hobbies and social life, but it was nice getting recognition for it.

It's probably just 10k/yr nowadays. I have head of 60k/3 yrs in the past but i think they have cut it down.

If they didn't offer it to you then I'm sure it doesn't exist. Someone in my class hinted at getting it but who knows.

It might exist, who knows? But from what I gather from the last cycle it seems the dean's was pretty much set at 30k. But then again, it could be for those with awesome EC's. I have a lot of research work, but (because of this time committment) not much in the way of community service.
