Just going off of what is provided, a few thoughts:
You should get attention in-state, so I'm not worried except geographic mission-fit purposes. I'm interested in how you would express your mission fit with Central Michigan and Wayne State. Not impossible to do it, but would they think you would go to their program?

Thanks for the suggestion! I have been looking at Pritzker but wasn't sure if I should include it given my stats. Wayne State I think is pretty service-oriented, which I like, but I was honestly thinking of taking off Central. I mostly had it on because its an in-state school with statistics below mine.

It might be a reach, but I think it's worth a shot, given your fellowship (if I correctly infer). You're also a nontrad career changer.

Thank you for the list. I've been worried while looking on MSAR because I see that although my cGPA is above a lot of schools, my sGPA is below many (if not most) listed here. How concerned should I be about this?

Target those schools where your GPAs are closest to the schools medians, ideally, over their 25th %Iles. The higher the pole you wanna climb, the more slippery it gets
