Keep your Ohio residency as that is where you best chances are. The Pa schools are reasonable even as a non resident. Marshall and West Virginian do take OOS applicants from neighboring states. Central Michigan strongly prefers Michigan residents but you could apply to Western Michigan and Oakland Beaumont. Other schools where you have a chance with your stats:
