Nobody can tell you where to apply without a complete set of DAT scores. 150 shadowing hours is also not considered "a ton"- it's average.

agreed, would consider shadowing hours avg and volunteer hours on the lower end of average

You'll need an actual DAT score first.

Not sure why you edited your post OP, but we're just trying to help.

ASDOH and MOSDOH (the two volunteer oriented dental schools) won't give you an interview if you don't have well over 400 or 500 service hours, so I wouldn't call 250 a lot. I'd call 750+ a lot.
